About Debt Collection Index

Debt Collection Index is a public record of US debt collection agencies, built from the state registers that license and bond them. It is published by Debt Collection Index LLC, a limited liability company registered in New Mexico on 7 September 2026, at 1209 Mountain Road Pl NE, Ste N, Albuquerque, NM 87110. Every agency profile is assembled from a state's own register, every fact links to the source it came from, and every fact carries the date it was last checked.

What we publish

One page per company per state. Each one is assembled from that state's own register: the bond or license, the file number, the dates it was filed and last checked, and the company's website where we have found one.

We cover Texas, New York, Florida, California and Illinois today, and we are adding states. A company appears only where a state's register records it, and the words follow the register: bonded in Texas, licensed in New York, California and Illinois, registered in Florida. Those are not interchangeable and we do not treat them as though they are.

What we do not do

We do not rank agencies by opinion, we publish no reviews, ratings or star scores, and placement is never for sale. Agencies are grouped into bands by how long they have been continuously bonded or licensed, and within a band they are listed alphabetically, so no agency sits above another. A bond or a license on the public record is a coverage fact. It means a company met a filing requirement. It is not a judgment about how that company treats people, and we do not present it as one.

Who runs it

Kai Greenspan, Founding Editor. He set the standard this index is built to, and his name sits on every page built to it. What reaches a page, where it came from, when it was last checked and what gets left out all answer to him. The standard is published in full on editorial standards, because a rule kept private is not a standard, it is a preference. Questions and corrections on any published fact come to him directly.

Valentino Moavero, Co-founder and Head of Verification. He built the engine this index runs on. Every company is put through the same fixed battery of checks against the state's own register, and a check that could not run never counts as a check that passed. Clear all of them and the page publishes. Raise a single question and it stops there, and a person rules on it. What publishes is sampled and audited back to the source afterward.

Three decisions need both of them rather than either: a claim that a company was investigated, fined or sanctioned, a change to how pages are ordered, and the removal of anything already published. They are the three that cannot be quietly undone, so they are never made by one person.

How we pay for it

Set out in full on how we make money. In short: an agency can claim its page and add facts about itself, shown separately and labeled as supplied by the company. Nothing an agency pays for changes where it appears or how it is ranked, and nothing it tells us is published as verified unless we have checked it against the issuing body.
