Public enforcement record
On February 7, 2025, the California Department of Financial Protection and Innovation entered a Consent Order with Saturn Systems Inc. The Commissioner found that since January 1, 2022 the company had engaged in debt collection activities with 572 California consumers without the license required by the Debt Collection Licensing Act (it first applied on September 17, 2024); that in November 2022 it mailed a California consumer a letter stating the IRS "may consider this as income to you!!" when the alleged debt was under the $600 Form 1099-C threshold, which the order finds material, likely to mislead, and a deceptive act or practice; and that it failed to give two consumers the records-request notice required by California Civil Code section 1788.14.5(e)(1). The company was ordered to desist and refrain and to pay a $90,000 administrative penalty in installments through December 2025; the Department agreed to approve its pending license application after the first installment. Common questions about Saturn Systems
Is Saturn Systems licensed to collect debt in Texas?
Saturn Systems has an active $10,000 surety bond on file with the Texas Secretary of State (SoS File 20090170), last checked October 5, 2026. Texas does not issue a collection license; that bond is what Texas Finance Code Chapter 392 requires of a third-party debt collector before it collects consumer debts.
Does Saturn Systems have complaints on record?
The public CFPB Consumer Complaint Database records 30 debt-collection complaints referencing Saturn Systems, as of October 7, 2026. This counts debt-collection complaints only, all years, not every complaint the Bureau holds about the company; the profile links the same search on the live CFPB database; a complaint is a record, not a verdict, and the CFPB says its database is not a statistical sample of consumers’ experiences.
